zone6-trying to get moonvine to bloom?

I got a large mass of moonvines. Sprawling all over the place. However, I don't have bloom-the-first? My MG's are blooming like crazy?

The root base is within a tire (no longer can see). I put 0-23-23 on it about a month ago. What can I do, to get it to produce blooms? This is my first year growing them.
