aren't you zone 6? .. i'm north of chicago ... last year i ordered a lot of bare root plants .. i potted them all up when i got them, and then planted them in the ground in the middle of may .. or even later ... but, again, i think central il. must be quite a bit warmer than we are ...

I'm actually in zone 5A, but near the A/B line.

If you ordered them (or picked them up at a nursery or store) and they sent them then the company (or store) is saying it's okay to put them into the ground.
I'd personally probably pot them up and if you have an enclosed porch set them out on that until some consistent warm weather comes.

I would hope that some places aren't just looking to make the money and get their products out ahead of the competition with no regard for the weather but . . .
