pussy willow bugs?

Hi-

I planted a pussy willow "shrub" last year. Sorry, I don't know the name of it- not even the common name- threw the tag away. but today I noticed that the flowers- or rather the fuzzy parts that have now opened up into what look like blooms- have little balck bugs all over them. Is this normal? or are they pests?
