You should get those seeds started ASAP. It's best start your tomato and pepper seeds 6-8 weeks before you expect to plant them outside - so, unless you have a coldframe, that would be 6-8 weeks before your last frost date. Here along the shore, that's April 31, but most people like to play it safe and wait until about May 10. Even if you're considerably inland, I believe that latter date will be safe for you.

If it's any consolation, I haven't started any of my seeds yet, either.

When you do plant out those tomato seedlings, trim off some of the bottom-most leaves and bury a good portion of the stem. While this is deadly to most other plants, tomatoes have adventitious buds along the stem that will form roots, giving your plant a larger, stronger root system and better access to water and nutrients.
