Are they green and healthy? Do they get sun? Have they grown since you planted them? And...are they fall bloomers? Nothing but an annual plant blooms all year, everything has a season. Be Patient.

Yes they are green and healthy, they do get lots of sun, and they have grown a lot since I planted them. Several of my neighbors have and they are blooming like crazy!!

There are a couple of factors. Sometimes plants need to get adjusted to their new locations. So be patient. Sometimes if you fertilize too much they grow leaves and not flowers, so see if that is a factor. I like to use compost whihc improves all soil, and not really fertilize.
I am not familiar with esperanza it sounds like a tropical, and may bloom well in july august. many jasmine bloom in spring, like march, april, so you may get blooms next spring. bouganvilla is a tricky plant, I think it likes neglect and even to be potbound if in a container. You might just want to do a search on each of the plants to get an idea of the culture they like and try to give them that. But I think they are healhty and will bloom for you when they are ready. This is my second year in this house, and last year my plants were not performing much but this year they are.
