Baby's Breath and blue statice come immediately to mind. There's not a heck a lot of "true" blues out there for consideration

June to July makes a big difference in what is blooming in perennials...
An herb like lavender or rosemary? or a Sage, a variegated thyme or oregano? A scented geranium?


How about a miniature tropical like African Violets. Or some other miniature usually sold in the same area. Or a smaller flowered cyclamen?


Or you can go topiary and find some of those cheap small boxwood type shrubs or similar at the big box stores now, prune them into little buns in a clay pot and put a ribbon around it. Or irish moss or hens and chicks or sedum with a ribbon in a claypot.


And I guess you know there are a lot of annuals to choose from like violas and torenia but sometimes dianthus sold as an annual is perrenial for me. They would look great in a small clay pot. Plus there are other perennial dianthus that my pictures show blooming in July.


Might look into campanula, centaurea, blue fescue grass, creepers like blue star, pin cushion flower, violas and veronicas.

Otherwise, the way I would approach this problem is to see what I can get in bloom near the time, at an affordable price, in the needed quantity, for the selected pot size. Maybe someone local will work with you. You can come up with all kinds of great combos here but you will frustrate yourself trying to put it together when you don't find what your looking for, in the condition you want it at the store.
