It's not dormant. Have you pruned your plant back last month? If not, do so now (down to about 12-18" depending upon the size of your plant). If you look at the base of your branches, there are new leaf clusters that have emerged.

i raked away all the leaves at the base of the plant and son of a gun there are small leaves emerging at the base. but only one of the old branches had leaves.. must have been die back from the last two cold winters. thanks
