Drooping branches of Hibiscus

Hi,

We have a hibiscus which bloomed wonderfully all thru last summer. We brought it inside the house in fall and thru winter too we enjoyed quite a bit of flowers. In spring it started growing and then suddenly stopped. Thinking that the pot had become too small for the plant, we repotted it and have moved it outside but the branches keep drooping. And as yet there are no new buds. Should I trim the plant ? And is it possible to use those cuttings to start new plants ?
