The bottom picture the bark looks like it has a disease called scale.. or a powdery mildew, not too knowledgable of trees, sorry, take the pictures to lowes for info on how to treat it.. hope that helps

it's been a tough summer here in the Southwest -keep the root ball and surrounding area moist, but not too wet. Make sure the tree goes into the winter with adequate moisture available to the root system and see what happens next spring - and keep your fingers crossed. It' will probably come out of this severe summer OK.

Was this tree in a container or balled and burlaped. If the latter, did you remove the burlap or at least pull it away from the sides? Sometime that burlap can act like a rain coat over the root ball.
