Here are some excellent books for cold climate gardeners by Sarah Williams and or Hugh Skinner:

-Best Trees and Shrubs for the Prairies

-Best Groundcovers and Vines for the Prairies

-Creating the Prairie Xeriscape

Sarah Williams is renown retired University of Saskatchewan horticultural specialist, who has decades of experience. Hugh Skinner is a famous prairie horticulturist, with 30 plus years of experience.He is the son of legendary hybridizer Frank Skinner.

I have read many books, and the ones I just mentioned are the few that I've found useful for cold regions.

I have Sara Williams' book Creating the Prairie Xeriscape and agree with you that it is an excellent book, and not just for those on the Prairies. I live in southern Ontario. Another good one that I bought several years ago is Growing Perennials in Cold Climates by Mike Heger and John Whitman, two gardeners in Minnesota.
