Shrub to Hide utility box

We live on a south-facing hillside and need to hide our utility boxes. Would love to do so with an evergreen, but whatever we plant would need to be hardy enough to withstand both the winter and the direct and hot summer sun. I have 7 leatherleaf viburnum nearby, but the 2 that are not "sheltered" by our deck lose their leaves each winter, I assume because of wind. I am at a total loss. Any suggestions?

Access to the box is important. If you are speaking about the box in the yard that is about 3x3 you may consider ornamental grass and perennials. Maybe a spirea, or some shrub that can be cut back to the ground if service is needed on the box. I believe they may be limits the utility co has on how close plants should be to the box.
Leatherleaf VB get large 8x8 and often do loss their leaves in zone 6.
