Leave it and hope. It is normal for P. 'Incense' to die back to nothing over winter depending on your climate. Just keep it dry and don't water.

Just wait. I'm also in zone 7. My incarnata is up but I haven't seen anything from where the incense was growing. I'm not even sure if incense is hardy in zone 7. Last year was the first time I put it inground. I've always grown it in a container. It went crazy in the yard and spread all over the place. I can really see this one getting out of hand in the warm zones.
