I think it is nadina or commonly called heavenly bamboo.

The flies make me think it is an Euonymus kiautschovica, maybe the variety 'Manhattan'. I have several. I hate to mow next to it in bloom because of the swarm of flies.

As soon as it's daylight I will take a picture of mine and post it for you for comparison. I think you can take cuttings easily too if you need several.

There is one place where a man said it is a nice hedge to have by your house.
Well all I can say is he has never had it by his house.
It is covered with flies the moment it starts to bloom until the very las one is gone. If there is a door or window near you can hear them buzz. They don't really come in but when you walk by they seem to surround you. Very gross.
But I think instead of killing it I will move it way down in the fence area. Let it grow tall but keep trimmed up around the bottom.
Yes this on is easy to take starts from. Just break it off and keep moist and will grow.
Stays green all year. too bad about the flies.

I would have never found it if you had not had me in the right direction. I had tried looking up ever thing I could think of an none of them were it.
Your right about the flies. I am going to move these and start some more in a staggered row in front of them so It will block view and also slow the wind down in that area. Who knows maybe it will help soak up some of the rain we get in the spring.
Those flies on the bush, are they green flies? I don't think they are regular house flies.

I had one bush right outside the bathroom window on the old farm and it was definitely green flies there; you could hear them buzzing.

I am not sure about here.
