You'll probably not want to move them again once you get them planted this time, peonies do all of their growing in the spring. They go from roots to blooms in just a couple of months so can't really afford to be moved once they're planted in the ground. That said, if the roots are still firm you can replant. Soaking is not bad, some of the online sellers suggest soaking the roots before planting. Depending on your zone, just replant them at the right depth in a sunny, well drained area. The warmer the zone the higher you'll want the eyes--all the way up to ground level if you're in zone 8 or so. Water them a few times a week but make sure they don't stand in water, that will cause them to rot, but they need some moisture to start settling in their new location. Hopefully you saw some swollen eyes at least when you dug them up, if so plant them that side up and hopefully you'll see some growth this spring. You probably won't get blooms this spring, though, but maybe next spring! Don't worry if you didn't/don't see any growth at all, I've planted the bagged kind from the big box stores late spring/early summer and they didn't show any growth the first year but were back the next spring.
