If there is no green on the fronds at all, then they are definitely dead because palms generally cannot come back after 100% of the crown dies.
How cold did you get? Majesty palms usually star to show damage at temperatures around 28F-30F and die completely at about 23F-26F depending on their age and the duration of the cold.

Plus Houston had an ice storm this year didn't you? Snown and/or especially ice increases damage. Sorry to hear about the majesties. Any pics?

I agree with tropicalzone7. Sounds like they were killed. I don't want to discourage you or anything but I think Houston (z9a?) is too cold even on an average winter. My area is milder, although inland z9b, and even here palms such as Majesty's and Kings are marginal at best. They really only survive long term under canopy or next to a wall.

The largest/healthiest Majesty palm in my area that I know of took a major hit when we were hit by the arctic blast and its even in a micro-climate. All fronds are fried but the center spear. The good news is you can always zone push. Try planting them in a micro-climate. You'd be surprised how tough these palms can be. Even just a little protection on the coldest nights should be more than enough in a mild zone. Well, at least it is over here. My King palm made it through the arctic blast undamaged with just a little protection.
