Fungus, mold or scales on palmetto?

One of my palmettos has this white scale looking stuff all over it and I cannot get rid of it. I have sprayed it with malathion and put coffee grounds in the soil around it and it seemed to slow it down but hasn't stopped it. Does anyone know exactly what this stuff is and how to permanently get rid of it?

I get that too on one of mine. You need to wipe off all that white stuff first with a sponge or something. Then spray using volcks oil by ortho. Not sure if its spider mites or mealy bugs.

Looks like scale or mealy bugs. Wipe the leaves off with rubbing alcohol. Do this once every couple days till they are gone.
