Will using row covers this spring keep overwintering buggers in?

I'm planning to use row covers over my cole crops this season - mainly to keep the cabbage worms and Harlequin bugs out. I don't know much about where they (or their eggs) overwinter, and I want to make sure I don't "cage in" last years hold-overs.... Can anyone provide any insight here? On the other hand, I'm hoping my assassin bug population is hunkered down in the soil, so they can emerge to wage war on the other buggers again this season.
