Looks like scale to me. I'd scrape them off or use a spray.

SCALE! Remove them, manually--a hose is useful. Keeping them on the cooler side is useful when in the house.

Do not let this palm dry out!

So that's scale? Well then, that's a wake up call. Could this have happened by not misting the palm throughout the winter since the air gets VERY dry here at that time?

One more thing, should I quarantine the infested plants so the others don't get infested at least until I can clean up the infested plants?

I would keep it away from everything until it is cleared up. scale can spread easy in a close space. they do make sprays for it but you still have to manually scratch off the pods left once the insect is dead. majestys are a good carrier for scale. how a dry is a recipe for scale and mites a bit more moisture might keep them away in the future. good luck
