Peonies require 30 days or so of freezing temps, as long as your area hits that requirement you should be able to grow them. I grew up in East Texas and they grew there. You'll want to get early blooming varieties to make sure you don't lose most of your blooms to the heat and plant them somewhere they'll get shade in the afternoon during the summer if you can. The best time to plant is in the fall but they can be planted in early spring, probably won't bloom that same spring, though. Good luck!
