Yarrow stems cut

I planted a new big healthy yarrow and keep finding daily
stems that are lieing down. I got closer to it to find out that Something is cutting them.Biting? It is a clean cut like scissors. Does anyone have any idea what could be doing this? Otherwise the plant looks healthy. The new flower seeds next to it are doing fine. Puzzled

You may have cutworms, the larva of moths. They cut plant stems at about ground level and it does often look like the stem was cut with a knife or scissors.
Collars, around the stems, often help prevent damage.
