germinating tray questions

I have just planted this years crop of seeds into a germinating tray on top of a heating pad. Watered very lightly. With the clear dome in place, condensation forms inside. Is this an indication of too much water or is this normal? Last year, the first time I grew peppers, I had a hell of a time getting them to sprout and just as I gave up they all sprouted! Learned a lot and ended up with over 60 plants. This year I'm hoping to be a little more scientific about it.

I live in Culver City, so it never gets too cold at night, but is too cold for germination. Concerned that leaving domed tray in sunlight will bake seeds.

As always, any suggestions welcome!

Steve
