Disease or bugs?

A tree in my front yard, one that was planted by my home builder 2 years ago, appears to have a problem with the leafs this season. I am not sure of the type of tree, but I believe it is some type of oak. I noticed the leafs now have little orange/yellow spots on top and spore-like bumps on the bottom. I am concerned and wanted to know if there is something I can do to alleviate this issue. I took a few photos of it to assist visually. Thanks in advance for any help provided.

They might be a type of oak gall which are caused by insects.

Your tree's not an oak. Could be an ash or some other type of tree with compound leaves. Compound leaves means there are several small leaves attached to the leaf stem. It looks like an ash to me but it is somewhat hard to tell as it is all curled up. Those orange spots look like galls, which are kind of like egg cases. There are many types of galls and insects that cause them. I would suggest getting a positive ID from the local Cooperative Extension. If you do have sawflies then it looks like you have a fairly serious infestation. When they ID your pests they will give you a treatment recommendation.

I'd like to see an improved image of the above AND below lesions/critters. At first glance, I thought it might be a rust fungi.
