Japanese beetles love basil and your picture is a Japanese Beetle.
I live in Upstate South Carolina and have had them eat off my basil plants....usually they attack only one plant and leave the rest alone. But they are very easy to knock off into a bucket with a little water in it. I recommend you do that periodically.
I have zinnias, crape myrtles, blackberries, and lilies which they seem more interested in at the moment.
My son goes around each area where they feed and collects them for the chickens to eat...they love, love, love them.

Basil, garden phlox, purple cone, beans, basil, and I think rhubarb (although I haven't actually seen them on the rhubarb). And also roses in the front yard. I will try the water. Wish I could have chickens. :(
