First time starting seeds

I have never grown plumerias before and I bought some seeds off ebay. I planted them in cactus mix with the wings sticking out as the instructions said but now that I've been reading on here I have noticed a lot of people saying you must soak them in water first and I did not do that. They have only been planted for a day so I obviously havn't seen anything change yet but I'm hoping they sprout. Is soaking them a must or do you think they'll be okay? I would really like to see all of them sprout but I don't want to get my hopes up since this is my first time trying to grow them. Any advise for me would be great! I already ordered some more seeds because I really want to grow some of these but I don't want to be waisting money or seeds by not knowing what I'm doing.
