Please solve this mystery

Mid summer last year my petunias and snapdragons stopped flowering. On closer inspection, I noticed the new young buds coming out were brownish and dried out looking. When I probed them, they were full of really tiny little black dots. Every single bud was the same and that was the end of the flowers basically. The little dots looked like maybe some type of insect eggs or little dried up seeds of the flower? So I've been vigilant this year watching for the same thing to happen and yes, it is happening again! I bought some insecticide at a garden center and sprayed and hopefully that will help. But any ideas what the pest is? also, I noticed small little reddish-orange and black beetle like bugs on another plant that was starting to die. Any ideas about those? My local garden center couldn't answer either of these questions but loaded me up with bug killer. I'd like to know how to avoid this situation next year. Thanks in advance!
