I think the white is where a scale insect used to be. See how the present ones have a white area adjacent/under them?

That makes sense, I'm not sure tho the scale seem new but the white things have been around for a while, I've wiped the white things off and they seem to been damaging the leaves with no sign of the brown scale, they also seem abit smaller. I'm no expert tho
