It looks happy enough to me, maybe just a young seedling.

if the soil drains well it should be fine for this growing season. Plan on having to pot up by spring 2014 or even late summer this year in your zone.

I agree, it looks to be a seedling. It looks like it is very happy so you must be doing a good job!

With seedlings they often do not look like the mother plant so it's fun to see what you may get!

Yep, that's a seedling alright. Elucas and I should know, we've planted too many of them ourselves, lol.

It looks very healthy, and with enough sun, space and nutrients, it may bloom in another couple of years. But it's always possible you may have to wait longer. They're unpredictable. Good luck!

How can you tell it's a seedling?

As your plumeria grows, you might want to consider using a brace and plant tie to keep the growth straight. Bamboo works well, or the thin wood skewers that can be found in grocery stores. When the plant is young like the one shown, it is easier to train them rather than when older and more stubborn!

Sure does look like a seedling to me as well.

Jonjfarr, the diameter of the plant at the base is very small, too small for a cutting. The size of the leaves in relation to the stem diameter, and the look of the leaf scars along the trunk all point to seedling growth habit. They're very distinctive compared to rooted cuttings.
