White Glue-like Substance Danaging Palm Leaves

Hi, I've done a lot of searching for something similar online, without any luck. This white "stuff" is attacking my palm plants. It is spreading to other, nearby palm plants. It attacks new shoots that sprout up and "glues" the new leaves together. I've looked at the stuff under a strong magnifier and can see no evidence of insects. Does anybody know what it is and what I can do about it?

Jeez! I wonder why no one has responded to your post. I don't know what that white stuff is, and the curiosity is killing me! I have been following your posts, hoping someone would answer. Are you sure there are no mealybugs, they make white stuff...I remember you said that you looked under microscope...maybe fungus? Anyway, has the white stuff returned since you cleaned it?
