Heating soil for germination methods

I am germinating some seeds, and I need a way to do this. The only heat pad I have turns off after a little bit, and all the other methods I have heard of aren't feasible for me. The top of my fridge is cold, and my hot water heater doesn't feel warm to the touch for some reason.

I have some Christmas lights. Would they work? I feel like that's a fire hazard for some reason. How many of them would I use to maintain a good temperature? Is it possible to overheat the seeds with Christmas lights?

Do you have any other better suggestions?

why are you trying to warm your soil this time of year? It's plenty warm. Usually that is only for winter and early spring to get an early jump on things.
If this is indoors, a sunny window will be plenty warm, if any extra warmth is really needed.
But again, I would be surprised if you need to warm anything this time of year

I was told to keep the bag out of the sun for some reason. I didn't ask why, I just listened haha.

I germinate palm seeds on a heat mat with temps at 90F. Where else would you get that type of constant heat this time of year?
