Any time before it puts out green shoots in the spring. :)

Some years I don't get around till spring, and others I cut it down in the fall/winter when I feel like cleaning up my yard.

Moni beat me to it...that is exactly what I do. :) Let me warn you, they are a little slow coming up in the spring, so don't fret too much.

I can't say I do, at least on purpose. But if you don't cut them, they should gather leaves around them.
