That tomato hornworm has been predated by the Braconid Wasp and those white capsules on its back are egg cases that have pupae that will eat that hornworm. The hornworm is already dead and is most likely not eating anything anymore, so you can leave it alone so the larva of that wasp can grow and become adults that will lay more eggs in more hornworms.
