it looks like those are some of the older leaves in the pic ... is there any damage out where new shoots are growing ...

if not.. one might suggest.. the bug is long gone ... why else eat the old tough parts.. instead of the juicy new stuff...

and perhaps that is why you cant find them ...

in my world.. snip that compound leaf off.. and be done with it ... a few others.. if need be ...

Thanks ken_adrian. There is damage everywhere and the flowers aren't doing well. This is a bower vine. I'm new to all this gardening stuff so please forgive my ignorance. I've posted another picture of other damage to the leaves but not sure if it's caused by the same pest?
