The one in the last picture looks like it is getting sunburned - cover the stem with a toilet paper roll or some aluminum foil and maybe fill in a little dirt in the pot to raise the soil level.

If you see bugs I would start with a mild insecticidal soap (you can buy that at any big box store) and then if it persists move on to something stronger.

Your soil composition looks really good, maybe a bit on the dry side but I probably caught you between waterings. The things on the leaf stems are normal, don't worry about those - they are nectar nodes or something and totally fine.

Thank you so much I was very worried about them so its sunburn then ill raise the soil level and yes I did water then after the pictures. I am pretty new to this plumeria growing and well I'll defiantly keep you updated here from the LA area. thank you so much :)
