I am really new at this gardening thing, but I did want to share what I did. I pulled the dried up seeds off my spirea and sprinkled them around the plants. Sometimes I cut the stems, and then scattered the seeds..and not with any help to them, either- the soil was good but filled with rocks. I got new little tiny plants all over the place... some plants grew right through the landscape fabric and rocks. Some of them flourished within a few weeks or maybe a month. Some I have left to grow where they are for a year. Some I transplanted to sheltered areas. I have been transplanting them where I want them. I have TONS of them. If I treated the seedlings a little better, I could maybe have acres of them!

Spirea spreads by stolons/runners/suckers. Just shovel prune a hunk from the edge of your plants.Lots fast than seed grown.
