Try an experiment. Clip off some of this "vigorous top growth" you describe and just put it on top moist sand. Cover tightly with clear plastic and set it in bright light but not not direct sun. Wait several weeks.

Can anyone tell me the reason I got shoots instead of roots?

Questions....

1. Did you use a rooting hormone?
2. Were they dormant/leaf-less when you stuck them?

With what little I read here, I would say you stuck them way to late or close to breaking dormancy....all of the energy in the cutting went into growth, not callus & roots....

Plants exhibit geotropism. You may have placed the distal node (the furthest from the roots) in the ground. It will NEVER produce roots. The proximal node produced leave because it was not in the medium.
