You might want to check with your local home depot. I saw some C-Stars plumeria at the Oklahoma City metro home depots recently. Some of them are even in bloom. Check where they put houseplants (orchids, etc).

The only caveat is that C-Stars renames their plumerias. However I was able to spot a few that have PSA registered names :)

I have a gorgeous plumeria that I want to re-home because it is getting to large for me to carry in and out each winter and I don't have a greenhouse.
