you can stick a leaf on damp soil.. and it will root.. so i dont know why you would be having all these problems ... w/o a pic

Jade being a succulent, The plastic bag may not be helping. succulents, like cacti, are hindered with high humidity. like ken and nil, I lay jade leafs and cuttings on sand, and don't water until about a week later. All they need is a little warmth and bright light. When it comes to succulents, less water is better than too much.
Here's how I propagate jade. Just set in in sand, the ends barely covered in soil.

You can propagate a much larger cutting. I've seen a friend have great success take foot long cuttings. Jades grow slow. Depending on the size of the pot you put it in, it is busy growing roots to fill the pot. Do you have it in a sunny or bright window? Maybe the weak leaves are due to lack of light?
