Sage Propagation Problems

I've posted before about trying to propagate different types of sages (salvia greggii, salvia chamadryoides). I'm still having problems. For some reason, the cuttings not rooting. I have been able to keep cuttings looking well for about two weeks but they have not put any roots. I used pure honey as rooting hormone. I doubt that the cutting wouldn't be able to put roots through it. But maybe I'll try to dilute the honey or go back to straight rooting hormone.

I've also have been having a problem with necrosis and a white powder. Here there are some pictures of the problem.

Any suggestions?
