Heat Mats

Hi,

This is only my second year of having to put plumerias up for the winter... My question is this, When should I put cuttings that dont have a good root system or no roots at all into the little green house I have at night or bring into the house and put on heat mat? We are still in the high 70's to low 70's at night... Thank for any help.
