It's a "leafhopper"... They are sap suckers and although I'm not sure the extent of their damage, probably not great for plants.

thankyou Disneyhorse for the so quick response. we are picking them off by hand right now. They are not on the street side or the courtyard, only the hot deck. Will Bayer tree and shrub work? mahalo, roxanne

well...we found out the host plant for that leaf hopper was the 7 pots of black bamboo.....it has been cut out, tossed and replaced with plumeria...oh boy, more room! No more of them since we removed it....roxanne

Leafhoppers come in all shapes a sizes. I've never had them do much damage, but like all sapsuckers, they are good at spreading disease. Hopefully the bamboo was what was keeping them around.

It definitely was as we have had none..zero...zip since we took it out. They were flying all over as we sawed the bamboo out of the pots where the plumes now sit. roxanne

Careful Laura, those katydids can make your stuff look ugly pretty quick. The good news for me is that i haven't seen a single one this year. The bad news is that they have been replaced with more grasshoppers.
