You can take a little rubbing alcohol on a cotton ball and rub the leaves with the Aphids and that should kill them.

Looks like scale to me. Rubbing alcohol or fingernails should do the trick. :)

For reference, the leaf part you're referring to is the midrib. An axil is the crotch formed between a leaf and the stem. Usually leaf axils contain latent buds that can be activated when the leaf is damaged or the source of auxin production (primarily the meristem/branch tip) distal to the axil is removed.

It looks like scale. Mechanical removal will kill the adults, and a spritz of a 50/50 mix of rubbing alcohol & water will kill any juveniles in the crawler stage. Unfortunately, attached adults aren't usually foiled by alcohol unless their protective shells are mechanically breached, too.

Horticultural oils labeled 'summer', 'perfect', or 'all season', can be effective if you're careful to cover the entire plant. Concentrate on leaf axils and the underside of leaves, spots often missed. Alternately, a product like Bayer 3 in for roses, which contains a systemic insecticide, is very effective against insects with rasping/chewing mouthparts.
