Cutting rotting within days.

I plant cuttings another they have been dried and the bottom is firm and within a day or two that calloused goes soft and can peel off exposing white flesh. Is this supposed to happen? The stock is firm still. Is his normal? Am I drying them wrong? Here is a pic of one of my cuttings
