No Heat

this is my first time growing peppers. i have a jalapeno plant with a couple of small fruits. today i picked a small pepper and it was not hot...at all. it was kinda like eating a not so sweet bell. now, i am a chile head and i know jalapenos aren't all that hot, but these had zero scoville units. do chilies need hot outside temps to generate heat? i live in the PNW and we have been relatively cool even for us since the middle of July. again these are small and haven't plumped up yet.
