Small is a relative word. How short are you looking for? Under 2' or 12" and under?? Or 2-3' or??

The microminis like Cinderella, Si, Tom Thumb, and many others stay extremely small. Other mini's can get to be of considerable size in certain climates. Some of the older minis like Cupcake, Vista, Ginny, Sweet Chariot (very fragrant) and Just for You stay rather small. Some, like Jean Kenneally and Irresistible can get quite tall as they're upright. Fragrance in a miniature rose is rather an afterthought. Most don't have a scent and due to their small size, it takes a lot of 'fragrant' blooms to make much of a dent on the olfactory system. In selecting your roses, go to the websites of Nor'East, Bridge's and John's and check the projected sizes. If they get big, the website catalogue will usually mention that point, just like fragrance.

I should have been more specific on the height. I would really like something less than 12" high, 24" max.

I also want small around too, so the shorter the rose the smaller around too I would think.

You may want to go with the micro minis then. Most of my shorter roses are pretty wide. I have minis that were supposed to be 12-18" tall. They finished last year at 30" tall and 47" wide. I have Sunswept and I'm quite pleased with it, it's supposed to get 18" tall, that's from Nor'East. It's new for me and I can't tell you how large it'll end up being. I have to disagree on Sweet Chariot staying small, that one will get very wide and about 3'-4' tall or so. Most of my minis came from a nursery out of business and they transferred the roses to Nor'East but I don't know when they'll be available.
These are all roses that are blends and change colors as they age and or depending on temps.

lesdvs, Your Sweet Chariot must be the biggest one in the west. I've grown two of them for a number of years and though they'll get wide and sprawly, they have yet to get any height to them. Suppose I could put a support around them and quit pruning.

My two Dancing Flame have surpassed 2ft and one is right at 3ft.

In my zone a miniature that actually stays short is a rarity. Over time they all seem to grow way over your two foot requirement. I suspect in your zone the same would be true, particularly since you don't have any winter die back to contend with. The Microminis retain their low stature and a good orange one would be Bambino. The two minis that I've grown for years and years and still stay short are the yellow June Laver and pink Spring Song. Chamblees lists Spring Song as a climber and will brook no discussion about it being anything other then that. My SS is a ground cover rose, not a climber and I've grown it for around 20 years.

I have a mini called Rosemarin and had it for years. It never gets over12" high. I have Elfinglo right next to it. It's a micromini and it never gets over 6" tall. It is a lavender color.
