Those look normal to me. I've had RRD in my garden quite a few times and that's not it. Google RRD (only spell it out) and click on images...I'm sure there will be lots of pictures. RRD leaves are usually red, really numerous and spiky looking and the infected rose cane will look really thorny.

The leaves you picture here look like the smaller leaves on a rose to me, sort of the secondary leaves. Very normal.

Thanks for the responses. I'm new to rose growing and seeing the pics of RRD creeped me out. Hopefully its something I'll never see in my garden.
