Hi there. Hoping someone can help me.

I am wondering if this is a knock out rose bush, or if anyone knows what kind it is.It was planted by previous owners. It bloomed last year all summer long. It was 6 feet tall unpruned. Don't really recall any fragrance but I could be wrong.

This year - no signs of life at all. The knock out I planted last summer in another location in our yard died back to the ground but is already over a foot tall and covered in leaves and has buds already! So I feel like if it's still alive, it should at least be showing signs at the base?

Wondering how long I should wait before removing it and planting something hardier. Maybe if I know what cultivar it is that will help me decide?? Thanks! :)
