Well, the sign beneath the rose that says "Rhapsody in Blue" is your first clue, lol! :oD So the scientific would likely be Rosa x hybrid 'Rhapsody in Blue'

Here's more information about this rose. It is available commercially, and you can probably order it from an online rose grower. Make sure it will grow in your zone.

Not too many roses will grow in zone 2b. I would not think that Rhapsody in Blue would survive there. Here is zone 10, it gets to be a 10 foot tall plant.
