The foliage looks like a rugosa of some type to me.

If the foliage is rugosa-like, the rose might be
Blanc double de Coubert. The fragrance is strong citrusy. A wonderful pure white rose with tissue thin petals.

I agree with Jo; that is almost 100% certain to be 'Blanc Double de Coubert'. An excellent rose whose only fault is that the petals do not drop when spent, hanging on the bush like dirty brown rags.

The only rugosa I've ever seen is the small (new) Blanc Double de Coubert in my garden. Your leaf and flower look exactly like it. Hope mine grows up into a fine larger bush like the one you pictured above.

Wow Missy, I couldn't imagine another rose looking that much like it and not being it.

On HMF it says "occasional repeat" What does that mean? Occacionally blooming throughout the year, or sometimes you get another flush of blooms that year?

The Rugosas generally bloom big with their first flush and then you get ones and twos the rest of the Summer. That is how this will behave, although it is likely to take a long pause before producing the later blooms.

'Blanche Double de Coubert' is not the only double white rugosa.
