Looks like one of the 'Grootendorst' rugosas.

I looked this up in Google and it sure does look like a 'Grootendorst' rugosas. How do you care for yours?

Doesn't look like a Grootendoors which have clusters of small, scentless blooms with fringed petals. More likely something like Red Masterpiece - hard to tell from the picture but J&P was selling that.
When it finishes blooming, prune the branches back to about a foot or 18", water and fertilize.

As a wild guess, Try Linda Campbell. If it is LC, then the canes below the buds will have a velvety texture, sort-of like lambs ears.
