Wiley, the length or size of any rose, bush or climber, is determined a great deal by the climate it's grown in. So what could be a giant monster in California may be a pygmy in Ontario. The problem with climbers in cold climates is that the canes tend to die back from the long cold winters so they never reach the proportions they would in a year round warm climate.

When mailing rose cuttings of any kind it's always best to get them as quickly as possible. If they are healthy and kept moist and well packaged they should last for several days in the mail...providing they don't freeze in route.

At this time of year I seriously doubt that anyone in Canada has any rose cuttings available. Maybe in June but not now. And mailing them in these frigid temperatures would be risky. Besides, it's a long time until they can go outside and trying to keep them happy and alive inside is very difficult.

I bought some roses from Heritage two months ago and they arrived in terrible condition and wouldn't do any thing when planted. They replaced them and they qppear to be alive and well. I think they dried out in transport or FROZE.

That's always a chance you take, Itafaro, when mailing plants in the early spring. And this year has been a rough one because zones that can normally plant by this time of year are still too cold. But the nurseries have had those bare roots in storage for a long time already and must move them so they send them out anyway. Most times the nurseries are very good about replacing losses though.
